The start of daylight savings time is officially at 2 a.m Sunday, November 2nd. With the change of time comes a reminder to change your batteries. Howard County Fire and Rescue Reminds You to Check All Smoke Alarms

There are two basic types of smoke alarms:
Photoelectric: designed to detect smoldering, slow burning fires and Ionization: designed to detect flaming, fast burning fires.
Both types are equally effective and neither requires you to be familiar with the inner workings of the device. However, please be sure to purchase smoke detectors approved by a major testing laboratory, such as Underwriters Laboratories, Inc (UL).

At least one smoke alarm is needed on each floor, however, one in every room is highly recommended. Smoke alarms should be able to be heard in bedrooms. Smoke alarms are best placed on ceilings since smoke rises. However, if the ceiling is below an uninsulated attic or in a mobile home, the alarm should be mounted on the wall six inches below the ceiling.

Helpful hints

• Replace batteries every six months and/or when a "chirping" sound is heard.
• Replace smoke alarms every 10 years.
• Test and clean your smoke alarm monthly.
• It is advisable to vacuum your smoke detector twice a year to remove any cooking grease or dust.
• Do not remove smoke alarm batteries in nuissance situations or borrow batteries for other devices. Consider buying smoke alarms
• with a "hush" feature instead.

CURRENT LEGISLATION

Council Bill 49-2008 Introduced by Chairman at the request of the County Executive and Co-sponsored by Greg Fox. AN ACT regulating certain residential multi-used sewerage systems; defining certain terms; providing that the County shall act as an approving authority; setting forth responsibilities of the Department of Public Works; setting forth certain standards for design and construction; setting forth certain responsibilities of certain parties; requiring certain covenants; providing for certain rights of entry; authorizing certain fees and methods of enforcement; requiring certain forms of financial security ; and generally relating to residential multi-used sewerage systems in Howard County.

Council Bill 51-2008 Introduced by Greg Fox. AN ACT prohibiting installation of certain multiuse sewerage systems for residential projects; providing exceptions; allowing the County Board of Health to adopt certain regulations; and generally relating to private sewer systems.

2008 LEGISLATION

Council Bill 9-2008 Introduced by Greg Fox and Courtney Watson passed with unanimous support on March 3 at the Council Legislative Session. AN ACT requiring the Purchasing Agent to develop and operate a specified website that includes specified information for certain County expenditures; specifying certain parameters of the website; providing that certain provisions of law may not be construed to require the disclosure of certain information exempt from disclosure under federal, State, or County law; and generally relating to providing searchable purchasing information to the public.

2007 LEGISLATION

Council Bill 16-2007 Introduced by Greg Fox and Co-sponsored by Jennifer Terrasa passed with unanimous support on May 5 at the Council Legislative Session. This legislation amended the Howard County Code to change the dimensions of signs required to be posted for land use cases and require that the signs have an alphanumeric code which would identify the case; and generally relating to sign postings.

Council Resolution 114-2007 Introduced by Greg Fox and Courtney Watson passed with unanimous support on October 1 at the Council Legislative Session. A RESOLUTION, creating a task force to study the issues associated with establishing a horse park in Howard County.

ELECTRONIC COUNCIL INFORMATION

Electronic services include automatic e-mail delivery of Council agendas and meeting information. Howard County residents who wish to be placed on an e-mail list for such mailings may send their requests to the Council Administrator at stolliver@howardcountymd.gov. There is no charge for these electronic services, which have been made available as part of the Council's ongoing effort to improve citizen participation in the legislative process by making information widely available.

ELECTRONIC SIGN-IN

Howard County Council Announces Web-based Registration for Testifying at Public Hearings

Citizens who wish to testify at the Howard County Council’s legislative hearing on February 19 may sign-up to testify electronically, beginning February 4, 2008. The new web-based sign-up sheet may be accessed from the Council’s home page:

http://www.howardcountymd.gov/CountyCouncil/CC_HomePage.htm.
People wishing to sign-up should click on "Testify" and follow instructions.

The form includes space to insert the text of written testimony. Those registering will receive an e-mail confirming that the Council has received their message with a convenient link to expedite future registrations.

The system will generate for the Council members a list of bills and resolutions with the names of people registered to testify in the order in which they signed up. People will be called to testify on each bill or resolution in the order in which their names appear on this list.

Those who do not have access to a computer may continue to register at the Council’s hearings, where staff will be available to assist with electronic sign-up, or they may call the Council’s office during regular business hours for assistance by telephone.

RECYCLING

New Recycling Bins

Howard County Executive Ken Ulman today (9/2/2008) joined the Bureau of Environmental Services in “rolling out” the County’s new 65-gallon, “big blue” wheeled recycling carts; Ulman hand-delivered several carts to homes on Jackson Court in North Laurel. The new carts (tested last year in a County pilot program) showed a 25% increase in recycling and are designed to make recycling easier and more convenient for homeowners.

Starting today, the program is going county-wide with a total of 71,351 bins and carts to be delivered this fall.

52,389 single family homes will receive 65-gallon carts

13,151 townhomes with garages will receive 35-gallon carts

5,811 townhomes without garages will receive 18-gallon bins

The Bureau of Environmental Services hopes to have all carts and bins delivered to residents by the end of this year. Residents can find out when their home should receive their recycling cart or bin by clicking on the interactive map or click the PDF Map. Electronics Recycling

Trashing your old PCs and electronics does not compute, eCycle instead! Computers and other consumer electronics are a rapidly growing part of the solid waste stream. With newer, faster computers and consumer electronics available, County residents need outlets to properly dispose of their old equipment. Computers, televisions and other electronic equipment can contain lead, mercury, cadmium and other toxic materials. These items also contain valuable metals such as gold, silver and palladium, and can be recycled through special programs. Howard County's eCycling program accepts the following materials:

You can dispose of your eCyclable items at the Alpha Ridge Landfill. Residents using the landfill are required to show their drivers licenses as proof of residence in Howard County.

Cell Phone Recycling

You can also recycle your cell phone by donating it to the Sheriff’s department to assist victims of Domestic Violence. Cell phones with access to the 911 emergency line can be provided to victims of domestic violence. Please contact Corporal Bryan Waser at 410-313-4152 for more information. Your donation is tax deductible and a receipt will be provided.

WESTERN PARK MAINTENANCE BUILDING AND EQUESTRIAN TRAILER PARKING

Start: March 2008
End: Winter 2008/2009
Traffic: Turn lane additions at entrance. Traffic to be directed by flaggers as needed.
Additional Impact: None
Reason/Details: Construct maintenance facility for Western Park. Provide parking for horse trailers for access to trails.

OLD FREDERICK ROAD PROJECT SCHEDULED TO BEGIN

ELLICOTT CITY, MD – A Howard County road construction project on Old Frederick Road between Mount View Road and MD Route 32 is scheduled to begin on or about Monday, April 7. The project will extend a 12-inch diameter water main approximately 2,200 linear feet to serve the new West Friendship Volunteer Fire Station 3, currently under construction.

The majority of the work will take place on the shoulder of Old Frederick Road. The impact on residents in the surrounding area should be minimal. There may be delays during the hours of 9 a.m. and 3 p.m. during the week, as a result of slow moving traffic and flagging operations. Signs will be posted to advise motorists of the construction.

Weather permitting the project should be completed in 30 days.

STATE HIGHWAY ADMINISTRATION TO CONSTRUCT
NEW INTERCHANGE AT BURNTWOODS ROAD

Location:North of Triadelphia Road to 3000 ft North of Burntwoods Road.

Description:Construct a new interchange at Burntwoods Road.

More than 29,000 vehicles travel along MD 32 near West Linden Church Road and MD 108 each day. During the next several months, there could be more than 350 work zones. Planning Board Meetings begin at 9:30 a.m. They are held in the Ellicott Room on the first floor of the George Howard Building, 3430 Court House Drive, Ellicott City. Should you need additional information and to verify a meeting, call 410-313-2350.

Board of Appeals meetings are usually scheduled in the evenings at 7:30 p.m. They are held in the Banneker Room on the first floor of the George Howard Building, 3430 CourtHouse Drive, Ellicott City. It is important that you verify the meeting dates and times in advance. Please call 410-313-2393.

CURIOUS ABOUT A NEIGHBORHOOD DEVELOPMENT?

All subdivision and land development projects must follow a strict process which begins in the Department of Planning and Zoning. If you are curious about a development, a zoning change request or a special exception request, you can find information in several ways.

If a sign has been posted by the County on the property, record the File Number which is usually a letter followed by two sets of numbers separated by a dash. With that information in hand, as well as the location of the project, call the DPZ at 410-313-2354. You may inquire over the telephone.

PRE-SUBMISSION COMMUNITY MEETINGS

A pre-submission community meeting is required prior to the initial submittal of plans for any new residential development (Section 16.128 of the Subdivision & Land Development Regulations), prior to the submittal of a petition for a Conditional Use (Section 131.F), or a zoning map amendment.. Meetings must be held between 6:00 p.m. and 8:00 p.m. on a weekday evening or between 9:00 a.m. and 5:00 p.m. on a Saturday. In addition, the meeting shall be held within 5 miles of the proposed development site in a public or institutional building. This link will provide pre-submission information.

You can visit the DPZ customer service counter to learn more about the project. You may review any plans that are filed. You may also schedule to meet with a planner to discuss the project in more detail. The office hours are typically Monday through Friday 8 a.m. to 5 p.m.
