Partnering with HCH to provide affordable, safe and sanitary housing to eligible voucher holders guarantees a timely, monthly full or partial subsidy payment to the landlord/owner. In the event that a voucher holder suffers an unexpected financial hardship, HCH can review the voucher holders’ situation to possibly increase the amount of subsidy paid by HCH. In addition, if a voucher holder vacates the unit in the middle of a month the landlord/owner may be able to keep that month’s subsidy payment. Finally partnership with HCH can be a tool that minimizes vacancy loss, by providing a consistent flow of voucher holders for the landlord/owner to evaluate for tenancy.

After completing the Request for Tenancy Approval the landlord/owner is usually notified of a scheduled inspection within 3 – 7 working days. Once the unit passes inspection the rent negotiation process begins. Payment to the landlord/owner is usually made within 10 working days of this process being completed and the family moving into the unit.

In Howard County a landlord/owner must obtain a license to rent their property. This requirement applies to apartments, individually owned condominiums, duplexes, mobile homes, single family homes and town homes. To obtain an application or for more information please contact the:
