Frequently Asked Questions

To be eligible for housing in Howard County an applicant must be either an eligible single person or a family. A family is two or more persons sharing residency, whose income and resources are available to meet the family's needs, and meet one of the criteria listed below:

  • related by blood, marriage or adoption;
  • can document a consistent pattern of cohabitation for a 12 month period;
  • have a dependent child under the age of 18;
  • have a child who is currently receiving disability benefits;
  • have a child below the age of 21 who is a full-time student;
  • a single head of household that is a full-time student for 2 semesters or 3 quarters;
  • a single pregnant, adult woman that has no other children;
  • a single head of household in the process of obtaining legal custody; or
  • 2 or more unrelated elderly or disabled individuals not currently having a “stable family relationship" but qualify as a family & individually as an elderly or disabled household.

An eligible single person is an individual that meet at least one of the criteria listed below:

  • Elderly - age 62 years of age or older.
  • A person with a disability, regardless of age.
