Howard County Recycling Program County Recycling Program participants may place their recyclables out all together. Metal cans, plastic bottles, and glass bottles and jars can be combined with mixed paper and cardboard, without any need for bagging or binding the paper separately. One bin or see-through bag is all you need for your recyclable containers, mixed paper and cardboard. Yardwaste is still placed out separately. This method of collection is convenient for you, and efficient for the County recycling haulers. Participation studies in other jurisdictions have shown that the easier it is for people to recycle, the more likely they will be to participate in the recycling program. Waste Management Recycle America (WMRA) is under contract to Howard County for the processing and marketing of recyclables. WMRA operates a state-of-the-art recyclables processing facility near Elkridge, which has the necessary equipment to sort recyclables in preparation for sale to individual material markets. Recycling Container Distribution The County is providing wheeled recycling carts or bins to homes with County curbside recycling services at no charge. The County has started delivery and will continue until completed. Door hangers with information about the program and recycling will be placed a week or more before your container arrives. What's happening now: Recycling bins, both 18- and 25-gallon, will continue to be sold, until all wheeled recycling carts and bins are distributed, from: Bureau of Environmental Services Office Monday through Friday Bins (blue bins) are: EFFECTIVE IMMEDIATELY: The 18 and 25-gallon bins will NO LONGER be sold at Alpha Ridge Landfill. Please be advised that bins are not required to recycle in Howard County and there will be no refunds for recycling bins purchased. Document Shredding Event Planned: On Saturday October 18 from 9am to 1pm the County will be holding a document shredding event at the Park and Ride at the end of Long Gate Parkway near Route 100.
