Howard County Recycling Program

County Recycling Program participants may place their recyclables out all together. Metal cans, plastics, and glass bottles and jars can be combined with mixed paper and cardboard, without any need for bagging or binding the paper separately. A blue cart, bin or see-through bag is all you need. Yardwaste is still placed out separately.

This method of collection is convenient for you, and efficient for the County recycling haulers. Participation studies in other jurisdictions have shown that the easier it is for people to recycle, the more likely they will be to participate in the recycling program.

Waste Management Recycle America (WMRA) is under contract to Howard County for the processing and marketing of recyclables. WMRA operates a state-of-the-art recyclables processing facility near Elkridge, which has the necessary equipment to sort recyclables in preparation for sale to individual material markets.

Recycling Container Exchanges and Repairs

The County has completed delivery and will continue to fulfill exchanges and repairs. It is important that your bin or cart remain outside and be visible from the road. No exchange or repair can be made if your bin or cart is not available.

For exchanges in townhome communities, please place your container in front of your house rather than a grouping area.

Please be patient as we work to complete requests.

Additional Recycling Containers

Howard County residents may purchase additional recycling containers for their homes. (Residents must be paying the Howard County residential refuse fee to purchase containers). Please return a completed copy of the following form with a check made out to "Director of Finance" in the correct amount.

Upon receipt of payment, the container(s) will be delivered to the property address. Please allow two weeks for delivery.
