Ulman Announces Support of United Way of Central MD

ELLICOTT CITY, MD -- County Executive Ken Ulman has announced his support of recent actions taken by the Board of Directors of United Way of Central Maryland (UWCM) to address concerns he raised earlier this year regarding the level of local funding and the nature of local decision making. The Executive’s decision was based on a report he received last week from a Howard County United Way Task Force formed in January 2007 to specifically address some of those concerns.

As a result of the Task Force, the UWCM Board of Directors has agreed to provide additional incentives to local jurisdictions, including increasing the New Business Incentive which provides the opportunity to keep additional funds raised from new business campaigns for local decision-making by the Community Partnership Board. The UWCM Board will also increase the amount from the Community Discretionary Fund to local jurisdictions with Howard County now receiving $76,000---double the amount it received the previous year.

In addition, there is now a challenge grant as an incentive to pursue new businesses and a commitment that each jurisdiction will receive a minimum defined percentage of the total funds raised. Also, a meeting of the government human service directors from each jurisdiction will be convened to provide feedback on the allocations, recommendations and to note any significant jurisdictional issues.

“I am pleased that the United Way Board listened to the concerns that Howard County raised and took positive steps towards working more collaboratively with the local jurisdictions,” said Executive Ulman. “While I recognize and support the need to look at human service issues affecting the entire central Maryland region, I also know that each county and the City of Baltimore have their own particular needs that must be addressed. We look forward to working with our local UW Community Partnership Board, chaired by Mary Ann Scully, to combine the needs identified by Howard County’s Human Service Master Plan with the impact areas identified by the United Way.”

“I also want to encourage new businesses in Howard County to consider starting a United Way campaign and those who already give to consider increasing their commitment – that is the only way this new revised plan will work,” Ulman continued. The County Executive demonstrated his own commitment to human services by increasing County government funding to nonprofits by 45%. However, he stated, “We still need collaboration and funding from other sources, such as the United Way, to meet the growing human service needs in Howard County.”

Included on the task force were representatives from the Board of Directors of the UWCM, the Howard County Community Partnership Board and local Howard County funders represented by Susan Rosenbaum, Director of the Howard County Department of Citizen Services; Richard Krieg, President and CEO of the Horizon Foundation; and Barbara Lawson, President and CEO of the Columbia Foundation.
