Executive Ulman Names New Deputy Chief Administrative Officer

ELLICOTT CITY, MD – Howard County Executive Ken Ulman today announced that Phyllis Madachy has been named the County’s new Deputy Chief Administrative Officer, effective November 19. Madachy is currently the Administrator for the County’s Office on Aging in the Department of Citizen Services, a position she held since 1995. She will work directly for the County’s Chief Administrative Officer (CAO) Lonnie Robbins who is also the Director of the Department of County Administration.

The Department of County Administration oversees the day-to-day administrative operation of county government and coordination between all county government departments to ensure efficient operation and the effective use of tax dollars in delivering services. The agencies within the Department include the Offices of Budget, Purchasing, Public Information, Human Resources, Human Rights, Labor Relations, Workforce Development, Risk Management and Central Services. The Department also develops standard operational policies and procedures, and oversees legislative coordination between the County Executive and the County Council.

“I can’t think of anyone better suited for this Deputy position than Phyllis Madachy,” said Executive Ulman. “Her extensive experience with county government as a manager of people and facilities and a provider of critical services to Howard County residents makes her uniquely qualified. I am happy to welcome her to our management team.”

“Phyllis is a strong and capable manager who has spent the past 25 years working for county government as an advocate for our senior citizens,” said Robbins. “I have worked closely with Phyllis over the years, so when I was looking for someone to fill the Deputy CAO position, she immediately came to mind. I am delighted she has accepted this new challenge, and I look forward to working with her.”

As Administrator for the Office on Aging, Madachy is responsible for public aging services which include supervising a staff of 99, overseeing eight senior centers, three senior plus sites, directing supportive services for older adults and their families, and administering a $9.1 million budget. Madachy has worked for the Office on Aging since 1981. "I have spent most of my career finding ways for the county to better serve its older citizens. This new role gives me a chance to apply those experiences on a broader scale and help make a difference across many county agencies,” said Madachy.

Madachy holds a Bachelor of Arts degree in Political Science from Wheeling Jesuit College in West Virginia. She earned her Master of Administrative Science degree from The Johns Hopkins University in Baltimore. From 1974 to 1980, she worked for Meals on Wheels of Central Maryland, first as Incorporating Officer and Coordinator and then as Fiscal Director.

She is a member of the National Council on Aging, the American Society on Aging, the National Home Modification Action Council, the American Occupational Therapy Foundation Board of Directors, the Coalition of Geriatric Services Board of Directors and a member of Leadership Howard County Class of 1999.

She was the recipient of the Horizon Foundation’s “Richard McCauley Transformational Leadership Award” in 2006, was named to the Howard County “Women’s Hall of Fame” in 2005, and the “Audrey Robbins Humanitarian Professional of the Year” in 2002.

Phyllis and her husband Jim have lived in Howard County for 33 years. They have three adult children and five grandchildren.
