Ulman Releases Final Framework for Future Downtown Columbia Development

ELLICOTT CITY, MD – Howard County Executive Ken Ulman announced today the release of the final version of a framework document to guide the creation of a master plan for Downtown Columbia. Downtown Columbia: A Community Vision is the culmination of two years of public dialogue and participation.

“I want to thank everyone who participated in the public process that resulted in this final framework document for Downtown Columbia,” said Ulman. “Whether you shared your comments and ideas at public meetings or through letters or e-mails, I appreciate your time and your interest. I believe this document is a clear reflection of the community’s goals, priorities and values.”

The framework document communicates the overall vision via the five themes that emerged from two years of community dialogue and outlines a three-step process to achieve this vision. Public release of this document marks the completion of Step 1 of the process.

Step 2 calls for General Growth Properties, Inc. (GGP) to propose a master plan based on guidance from the framework document and ongoing community input. This step will conclude with GGP’s submission of a request for a General Plan Amendment and a corresponding Zoning Regulation Amendment.

The final step of the process will entail review of the proposed amendments by the Planning Board, County Council and the public. The final adoption of a master plan for Downtown Columbia requires County Council approval.
