Police Officer of the Month

December 2003

Police Officer First Class Kelly Tibbs was selected as the Officer of the Month for December 2003. PFC Tibbs handled a variety of cases that she cleared or closed by arrest. Beyond her normal duties, PFC Tibbs contributed a significant amount of her off-duty time to community involvement. She is a consistent leader in performance and productivity.

She conducted an in-depth investigation of an arson in which she located a suspect and obtained a confession. The suspect was later indicted on all charges.

In another case, PFC Tibbs arrested two men after responding to a burglary in progress. She found the men in possession of several baggies of marijuana. She provided narcotics detectives with information on the arrests, which lead to additional charges.

In December, PFC Tibbs was involved in two potentially dangerous calls for service. On one call, PFC Tibbs convinced a man who had just assaulted his mother to put down the knife he was wielding and be taken into custody. On another call, she arrested a man who had just discharged a weapon inside a house during a struggle with a homeowner. The man had been using crack cocaine and had attempted a home invasion robbery.

During the holidays and cold weather conditions, PFC Tibbs participated in a DUI checkpoint and arrested a driver after administering field sobriety tests. She also contributed a significant amount of time to assist in coordinating the 6th Annual “Shop with a Cop” event.

PFC Tibbs is an outstanding member of the Howard County Police Department and demonstrates professionalism, dedication and commitment to the citizens she serves. DP
