PFC Emelly Hurley

Chief William J. McMahon selected PFC Emelly Hurley as Police Officer of the Month for February 2007. PFC Hurley handled a variety of cases that she cleared or closed by arrest. In addition to her regular duties, she was called upon on a regular basis throughout her shift for Spanish translation. She also served as a primary FTO during a portion of February. Below are highlights of her February performance.

CDS Violation/Wanted Subjects: PFC Hurley was patrolling in the area of S/B Route 1 near North Laurel Road when she observed two know CDS offenders walking near the U-Haul business. She observed the female subject staggering as she walked as if under the influence of CDS. She stopped the subjects and identified them. A subsequent investigation revealed that the male subject was wanted in Anne Arundel and Prince Georges County. The female subject was also wanted in Anne Arundel County. Additionally, both subjects were in possession of glass smoking devices, marijuana, and muscle relaxers.

Motor Vehicle Violation: PFC Hurley was patrolling N/B on Route 1 when she observed a vehicle traveling below the posted speed limit. She conducted computer checks of the vehicle’s registration and learned that the vehicle was uninsured and the registered owner unlicensed. The vehicle was stopped and the driver identified as the unlicensed registered owner. The driver was appropriately charged with the violations.

DUI: PFC Hurley was patrolling in the area of Route 1 and Guilford Road when she observed a vehicle without a front registration plate. She initiated a stop and contacted the driver. Upon contacting the driver, she noted a strong odor of an alcoholic beverage on the driver’s breath. The driver submitted to the Standardized Field Sobriety tests. The driver was placed under arrest for suspicion of driving under the influence of alcohol. The driver submitted to a breath test with a result of .10 BAC.

CDS Violation: PFC Hurley was patrolling in the area of Whiskey Bottom Road and Route 1 when she observed a vehicle with an inoperable taillight. She initiated a stop and learned one of the occupants was wanted in Montgomery County. Computer checks on additional occupants revealed a history of CDS violations. Hurley had a K-9 unit respond for a drug scan. The K-9 unit conducted a scan that resulted in a positive alert for CDS. A search of the vehicle revealed two separate plastic bags, the size of baseballs, filled with marijuana.

CDS Violation: PFC Hurley initiated a traffic stop on a suspicious vehicle in the parking lot of Island Liquors after closing. She recognized the driver as a subject with a history of CDS violations. While contacting the occupants, she observed a female subject unzip and reach into her pants. Suspecting the female was attempting to conceal contraband, she asked her to step from the vehicle. The female subject admitted to Hurley that she had shoved a baggie of marijuana into her pants to hide it from officers. The female subject was subsequently arrested. A search of the vehicle revealed crack cocaine and a razor blade covered with a white powdery residue.

PFC Hurley demonstrated initiative, professionalism and dedication during the month with both the quantity and quality of your work.
