PERSONNEL BOARD

Function:

To advise and consult on matters concerning the Personnel Administration aspects of the County Merit System, the Charter, the Howard County Code and personnel rules and regulations; to make recommendations regarding the County’s Classification and Pay Plans; to submit an annual written report to the County Executive and to the County Council, discussing administration of the merit system and summarizing development and progress made in meeting the purposes of Article VII of the Howard County Charter; to hear and decide finally for the county, appeals filed by classified employees and applicants; and to review and comment on the employee manual.

Number of Members:

5
Four public members, one from classified service (who is selected by Executive from three names nominated by secret ballot by members of classified service). An alternate, who is a member of the classified service and selected in same manner as the employee member shall serve in the absence of employee member.
