Introduction

Howard County Recreation and Parks and the Department of Public Works have secured Construction Dynamics Group, Inc. (CDG) to design and construct the North Laurel Community Center. This firm will also develop a master plan for outdoor recreation facilities in conjunction with the Community Center. The Community Center and Park will be located south of Laurel Woods Elementary School on a 51-acre parcel of land owned by the County.

In June of 2005 the 26-member North Laurel Community Center Planning Committee was assembled to assist with the design of the North Laurel Community Center and Park. This Committee is comprised of local residents with a sincere interest in making this facility a premier destination for the residents of North Laurel Park and surrounding neighborhoods. Not only do the Committee Members represent the interests of the surrounding communities, they also have knowledge of youth and adult recreation programs, facility design, environmental issues, public safety, and senior programming. Project Description

The proposed North Laurel Community Center is currently estimated to be a 60,000 square foot facility, similar to the new Glenwood Community Center located at Maryland Route 97 and Carrs Mill Road. The Glenwood facility opened for operation in October 2006. The Glenwood Center provides a model for the North Laurel Planning Committee to draw upon as they finalize a design program for the North Laurel facility. The North Laurel facility will be designed to meet the needs of North Laurel residents, thus we welcome public participation in the design process.

In addition to the Community Center, the Planning Committee has recommended a variety of passive and active recreation facilities. Below is a list of facilities which the Planning Committee has recommended:

  • swimming pool or indoor aquatic center
  • athletic fields
  • skate park
  • basketball courts
  • tennis courts
  • volleyball court
  • playground
  • picnic shelters
  • pathways
  • roads, parking and storm water facilities

On November 16, 2006, a public meeting was held to gather input on three conceptual plans. With input from that meeting plus other public comments received, the Committee approved a final Master Plan on June 27, 2007. See below to view the approved Master Plan.

Project Schedule - Aquatic Center

On hold pending the outcome of the Aquatics Feasibility Study commissioned by the Department of Recreation and Parks.

  • December 13, 2006 – Citizen’s Budget Meeting. County Executive gathered public input for the FY2008 Capital Budget.
  • December 20, 2006 - Recreation and Parks Advisory Board conducted public hearing on the 2008 Capital Budget for Recreation and Parks.
  • February 15, 2007 - Planning Board conducted public hearing on FY2008 Capital Budget
  • April 19, 2007 – County Council conducted public hearing on the FY 2008 Capital Budget.
  • November 2007 (to be announced) – Public information meeting to present renderings of the Community Center and Park.
  • December 19, 2007 – Recreation and Parks Advisory Board will conduct a public hearing on the fiscal year 2009 Capital Budget at the Department’s Headquarters, 7120 Oakland Mills Road, Columbia, MD.
  • February 13, 2008 - Planning Board conducted public hearing on FY2009 Capital Budget

    Advisory Committee Meetings

    The Advisory Committee has concluded its meetings on the Master Plan for the Park and the Community Center. As the design develops, future meetings will be announced. These meetings will have a set agenda. The public is welcome to attend and observe as these meetings are posted. You are also welcome to submit written comments or questions to the committee. Please note that written comments and questions received during an Advisory Committee Meeting will not be discussed until the next committee meeting.
