Pre-School Early Learning Centers

Howard County Early Learning Center

  • Staff are trained in early childhood education and take continuing education classes yearly.
  • Children must be toilet trained and meet minimum age requirements set for each program.
  • To reserve space, a $50 non-refundable registration fee and one month's tuition are required at time of registration.

  • Before child can participate, parent must complete all license-required paperwork. See Required Forms. However, for 2009-2010 enrollees, please wait until the packet is mailed to you, forms may not be completed more than 6 months prior to the start date of the program or they need to be re-submitted.

    This academic year preschool program focuses on developing a child's social, cognitive, emotional, and motor skills through age-appropriate activities that follow recommendations established by the Maryland Model for School Readiness. The safe, nurturing classroom environment encourages a child's playful exploration of learning materials. 2009-2010 Early Learning Centers
    Open enrollment began February 10, 2009 for the new school year beginning September 2009. Age determination date is March 1, 2009 for 2's program, September 1, 2009 for all 3's or 4's programs. $50 non-refundable registration fee and first month's tuition due at time of enrollment.     Elementary School Age

  • New participants: Registration for the current school year is open on a space available basis.
  • Open enrollment for the following school year 2010-2011 begins November 5, 2009.
  • Child must be attending school at the same location as the desired program.
  • Advanced written notification is required when withdrawing from the program or changing the hours of use. No retroactive refunds permitted.

    This licensed program provides varied low-key morning activities and structured afternoon recreation. Activities include crafts, games, sports and special events. Because obesity in children is a serious issue with many health and social consequences, we participate in Hearts N' Parks, an innovative program that aims to reduce the growing trend of obesity in children. The curriculum focuses on healthy eating and physical activity to educate and encourage children to make heart-healthy decisions. Fee includes more healthy snacks that follow the Hearts N' Parks guidelines.

    The New Student Union
    This licensed program provides a safe, supervised environment for middle school students. Activities include arts, community outings, crafts, games, homework time, sports, and individualized programs. Special events and outings may require additional activity fees. Program is not held when schools are closed. Fee includes snacks. For information, call 410-313-4717.

    Optional Days

    Optional care is available for some days when schools are closed. This care is for current registered RLC participants only. The fee is $40 per day per child for 2009-2010 school year. To register, use your payment coupon, attach a copy of this chart to your Auto Deduct form, with Option #1 checked or contact a member of the RLC registration staff team.

    Therapeutic Recreation

    Therapeutic Recreation Extended CareThis program is licensed through the O.C.C. for children, teens and young adults with developmental disabilities. Leisure education, community outings, special events and more are included in this after-school program designed with participant input. Completed health inventory and emergency card are required before participation. No transportation provided.

    Homework Club

    This is a grant funded program through a partnership with Centennial, Dunloggin and St. John's Lane elementary schools for the children of Ellicott City. The program assists children with their homework and provides additional academic assistance to improve school performance. It is a well-rounded program that includes sports, arts and crafts, social activities, and special events.

    Monthly Update

    Welcome to the 2009-2010 school year.

    Licensing paperwork must be received before children can attend. Please contact the Childcare registration staff with any questions.

    Registration now open for optional day Friday, September 4 at Forest Ridge, Hollifield, Pointer's Run and Rockburn for Elementary aged students, or Bonnie Branch for Middle School students. Registration will close on September 1, 2009.

    The optional day for Monday, September 28th at Cedar Lane Park has been filled, due to limited capacity. We will be taking a waiting list, however, we cannot expand the number of children accepted, waiting list will be called if any of those already enrolled cancel.

    November 5, 2008 was the first date for open enrollment 2009-2010 school year for Elementary, Middle School and TREC.

  • $50 non-refundable registration fee and first month's tuition per child is required to hold a spot at the time of enrollment.

  • Fees for these programs in 2009-2010 will increase with the October payment due on September 17, 2009 as follows:

    Elementary AM Care : $169.00 per month

    Elementary PM Care : $264.00 per month

    Elementary BOTH Care: $384.00 per month

    Middle School PM Care: $299.00 per month

    T.R.E.C Care (all) $299.00 per month

    ELC fees (September was pre-paid) have increased slightly and new fees are already posted on-line and on the registration form.

  • All Registrations will be accepted by walk-in, mail or fax, using the 2009-10 applications above. Telephone registrations are also permitted with a Visa or MasterCard payment. Contact the RLC Registration staff for space availability or to process a telephone enrollment. As of August 2009 several locations and/or programs are already filled.
