Enforcement Response Plan

Developed to implement the County's pretreatment program, the Enforcement Response Plan contains guidelines for the enforcement of pretreatment program rules and regulations mandated by Howard County Code. Please refer to Title 18, Subtitle 1, Section 18.122A. "Regulation of Discharges to the Public Sewer System".

The document describes Howard County’s procedures for industrial monitoring, compliance evaluation, and enforcement actions to control the introduction of wastewaters from non-domestic sources into the Public Sewerage System.

Sewer Surcharge Methodology Study

The Sewer Surcharge Study focuses on the more technical classification and costs of wastewater treatment.

All recipients of US EPA Construction Grants are required, as a condition of grant acceptance, to implement a User Charge system, which can incorporate surcharges to be applied to high strength non-domestic wastewater discharges that are greater than residential strength wastes.
