SENIORS Howard County government recognizes seniors as a vital resource in the community. The services listed here are designed to promote healthful, dignified and diversified lives for our older residents. CARE & ASSISTANCE Maryland Access Point Maryland Access Point at the Bain Center is a single point for adults age 50-up or adults age 18-up with disabilities to receive information and assistance in obtaining available benefits and services. Call 410-313-5980 or visit for help in obtaining available benefits, equipment and services through local, state and federal government and charitable programs. Areas include:
Adult Day Care Licensing Adult day care facilities are licensed and monitored; call Adult Community Evaluation Services (410-313-6450) for information. Funding is provided through the Health Department and State Department of Health and Mental Hygiene. Care for Frail Adults To arrange care for frail adults age 65 and older who are moderately to severely impaired, contact Adult Community Evaluation Services (410-313-5980). Some services may require partial payment by the client, depending upon income. Group Programs for Frail Elderly Senior adults age 50-up or those age 18-up and disabled who need assistance with activities or daily living may be eligible for extended nutrition programs. Call Maryland Access Point (410-313-5980) for details. Job Training Low-income senior citizens may be eligible for employment and training services through the Jobs Partnership Training Act. Call the Office of Workforce Development (410-290-2620) for details about this program which recruits seniors for employment, locates employers, provides job interviews, helps clients complete applications, and develops job fairs. Adult Guardianships To set up guardianships for incompetent adults age 65 and older who have no private guardian, call Adult Community Evaluation Services (410-313-6450). The Maryland Office on Aging provides funds. Legal Services Contractual legal services with a private attorney are available at no charge for eligible seniors (low income, frail, minority, disabled). Priority areas are social security, food stamps, medical assistance denials, landlord-tenant problems, assistance regarding abuse, protective services and other documented needs. Call Maryland Access Point (410-313-5980) for screening. Notary Services Notary services are available at the Bain Center and for homebound or institutionalized seniors. Renter Tax Credit Call the State Department of Assessments and Taxation (410-767-4433 or 1-800-944-7403) for information about a Renter Tax Credit available to people age 60-up. Social Security Maryland Access Point (410-313-5980) helps adults age 50-up and those age 18-up with disabilities to obtain Social Security benefits and income. Tax Help Senior adults age 50-up can call Maryland Access Point (410-313-5980) for counseling on taxes. Wills and Legal Screening Adults age 60 and older can call Maryland Access Point to register for an appointment with a volunteer attorney. Food Distribution The Community Action Council (410-313-6440) coordinates food distribution and seasonal basket programs for seniors age 50-up and seniors age 18-up with disabilities. Maryland Access Point (410-313-5980) takes applications for the Food Bank. Nutrition Sites Nutrition sites provide meals, support services and activities through the Older Americans' Act for adults age 60 and older or those age 55-up with disabilities. Contributions are accepted toward meal costs. The Board of Education and Meals on Wheels prepare meals, which meet one-third of the recommended daily requirements. Call Maryland Access Point (410-313-5980) for details. Alcohol and Drug Awareness The Addictions Services Center (410-313-6202) offers alcohol and drug awareness programs for senior citizens. CAMM Project Curb Abuse in Medicare and Medicaid provides counseling and information on health care fraud. The Office on Aging (410-313-7392) coordinates the project locally. Free Mammograms Eligible women ages 50-over can receive free mammograms from the Health Department (410-313-7500). Geriatric Evaluation Functionally impaired adults may receive geriatric evaluation services. Call Adult Community Evaluation Services (410-313-6450) Health Advocacy Seniors can call Maryland Access Point (410-313-5980) for health counseling assistance and advocacy. Health and Wellness for Elderly The Office on Aging (410-313-6410) provides a variety of programs for senior adults including reduced fees for eye examinations and dental services, health screenings, fairs, lectures and classes. Health Insurance The Senior Health Insurance Information Program (SHIP), funded by the state and federal governments and donations, provides services in four general areas for seniors age 60-up or seniors age 55-up who are disabled:

Immunizations Call the Health Department center nearest you for information about influenza and pneumonia vaccines available at low cost to seniors age 65-up. Psychiatric Hospital Clearance Adults age 65 and older need clearance to be admitted to a state psychiatric hospital. Call Adult Community Evaluation Services (410-313-6450). Energy Assistance Maryland Access Point (410-313-5980) helps the Community Action Council (410-313-6440) with applications for energy assistance from adults age 50-up and adults age 18-up with disabilities. Home Repairs Maryland Access Point (410-313-5980) helps adults age 50-up or age 18-up with disabilities to obtain home repair services. Long Term Care Residents, family members, friends or staff may call the Long Term Care Ombudsman (410-313-6423) at the Bain Center with problems or complaints. Nursing Home Quality Nursing home deficiencies are on file in the office of the Long Term Care Ombudsman (410-313-6423) at the Bain Center and at the library. Nursing Home Residents The Long Term Care Ombudsman (410-313-6423) serves as an advocate for residents of nursing homes and other long-term-care facilities, and investigates and works to resolve problems or complaints concerning services or treatment residents receive. The ombudsman is required to keep information confidential. Section 8 Rental Assistance Senior Assisted Housing/Group Senior Assisted Housing Call the Office on Aging (410-313-6542) for information about the Senior Housing Service, which investigates complaints and monitors sites with both unannounced and quarterly announced visits. The Office on Aging gives information, determines eligibility, and takes applications for subsidies for group senior assisted housing. Senior Assisted Housing Providers The Office on Aging (410-313-6542) works with potential providers of senior assisted housing in cooperation with other county agencies. Senior Housing The Office on Aging maintains information about housing resources for seniors. Call Maryland Access Point (410-313-5980) with general questions. Weatherization Funds Apply in person at the Community Action Council (410-313-6440) for federal weatherization assistance. Proof of income and other documents are required; applications are limited to one per residence. Protective Services Adult Protective Services (410-872-8823) of the Department of Social Services investigates reports of abuse and neglect of vulnerable adults age 18-up. Services are provided without regard to income. Smoke Detectors Smoke detectors are provided to elderly residents. Call Fire and Rescue (410-313-6040). Arts Tickets The Senior Entertainment and Arts Ticket Service (SEATS) provides free or discounted tickets for dinner theaters, plays, cultural and sporting events through a membership program. Call the Bain Center (410-313-7213). Cable News Show For information about "Spotlight on Seniors," a senior news show on Comcast public access channel, call the Bain Center (410-313-7213). Dancers, Instrumentalists and Singers Call the Bain Center (410-313-7213) for details about the Golden Girls tap dance troupe, the Goldenaires band or a choral group for senior adults. Drop-in Recreation Call Recreation and Parks (410-313-7311) for information about drop-in senior programs at the Kiwanis-Wallas Park Recreation Center and the Bain Center. Fitness Activities Maryland Access Point (410-313-5980) helps seniors obtain physical fitness and leisure time information. Library Link Senior housing sites may register to obtain a rotating collection of up to 50 library items. Call the nearest Howard County branch library for more information. Library Homebound Services Home-bound persons with temporary or permanent disabilities may call the Howard County Library (410-313-7760) to arrange delivery of library materials by volunteers. Recreational Activities The Department of Recreation and Parks (410-313-7311) coordinates a variety of classes, socials, sports, trips and workshops especially for seniors. Senior Center Activities Call your nearest senior center for information about educational, recreational and social activities planned for seniors. Senior Center Libraries The Bain Center (410-313-7213) has a health and wellness library (open Mon., Tues. & Wed. 10 a.m.-noon; Thurs. 11 a.m.-1 p.m.) and a lending library (open Mon.-Fri. 10 a.m.-noon) for seniors. Senior Peer Resources County seniors age 50-up can call the Bain Center (410-313-7213) for an application to join SPRING (Senior Peer Resources Individuals, Networks and Groups). The fee is $12 per quarter or $20 for six months. Seniors' Travel Club The Bain Center Council sponsors a Seniors' Travel club. Call the center (410-313-7213) for more information. Demographic Information The Office on Aging (410-313-6410) has demographic information from census data regarding elderly persons. Newsletter The Senior Connection, produced by the Office on Aging, brings the community of Howard County the latest information about services and events of interest to older people. The Senior Connection is an accompaniment of Generations, a monthly newspaper in Howard County. Call (410-313-6531) or e-mail the editor with upcoming events. Out-of-State Resources Maryland Access Point (410-313-5980) has resource directories to assist people with older, out-of-state relatives. Referrals Maryland Access Point (410-313-5980) provides information, referral, assistance, follow up, outreach, and interim case management services, and documents gaps in services for adults age 50-up or 18-up who are disabled. Senior Advocates The Office on Aging (410-313-6410) works with Senior Advocates and the Commission on Aging to handle complaints and address issues which improve the status of elderly people. Social Services Adult Community Evaluation Services (410-313-5980) can arrange social services for adults age 18 and older in need of assessment or case management. Transportation Maryland Access Point (410-313-5980) helps adults age 50-up or 18-up with disabilities to receive transportation services. |
