The Howard County Commission on Disabilities (CoD) was established by statute in 1988 to increase public awareness of disability-related issues; serve in an advisory capacity on County Government programs, policies, and budget; and assist County Government to ensure compliance with the requirements of Section 504 of the Rehabilitation Act of 1973 and the Americans with Disabilities Act of 1990. The commission’s mission is facilitated through the efforts of its members and its subcommittees.

The Commission on Disabilities is conducting a study to review issues of greatest need and the current state of policy and programs in Howard County and make recommendations to address those needs. This is a follow up to a comprehensive report from 2019 that focused on the issues of Education, Employment, Transportation, Housing, and Peer Relationships.

The Commission invites input from individuals with disabilities, family members and unpaid caregivers, education professionals, and service providers to complete the survey, which should take no more than 5-10 minutes. All information collected will be anonymous. Identifying information (IP address, email, etc.) will not be captured, shared with anyone else or used to analyze collected data. Information collected will not, and cannot, be used to restrict access to services for any individual.
