Adopting the County budget requires tough decisions on funding local services. The Howard County Charter and Maryland Constitution mandate a balanced budget, ensuring revenues cover expenses.

Operating Budget
The operating budget is a detailed plan covering the costs of running the county for a single year. It funds schools, public safety, trash collection, snow removal, and other public services. The operating budget consists of multiple funds, classified as either General or Restricted, and include loan payments on debt issued to finance capital projects.

Election Results & Monthly Registration Reports
The National Voter Registration Act of 1993 (also known as the “NVRA” or “motor voter law”) sets forth certain voter registration requirements with respect to elections for federal office. Section 5 of the NVRA requires that States offer voter registration opportunities at State motor vehicle agencies. Section 6 of the NVRA requires that States offer voter registration opportunities by mail-in application. Section 7 of the NVRA requires that States offer voter registration opportunities at certain State and local offices, including public assistance and disability offices.
