About the Committee

Following the 2023 adoption of the County's new General Plan, HoCo By Design, and identified in Sec. 16.1100, an Adequate Public Facilities Act Review Committee has been established to consider and provide recommendations for changes to Howard County's Adequate Public Facilities Ordinance (APFO). This legislation is designed to pace new development with public infrastructure by establishing standards and tests for housing allocations, schools, and public roads.

On August 13, 2025, the APFO committee held its final meeting. At this meeting the Committee voted to accept the report after 23 meetings held over the past 12 months. The committee prepared 23 recommendations on the County’s Adequate Public Facilities Ordinance (APFO), guided by HoCo By Design, the County’s 20-year General Plan. These recommendations include the concept of a School Over Capacity Utilization Payment (SOUP), which would introduce additional revenues from housing developments in overcrowded school zones. The committee also recommended creating a Multi-Modal Test to reflect modern infrastructure needs.
