Land Use & Transportation Regulation Advisory Group (LUTRAG)
The Howard County Council adopted the Complete Streets and Bridges Design Manual with CR17-2022 on February 7, 2022. The resolution also requires the County to convene a group comprised of internal and external stakeholders to develop comprehensive changes to the following documents to reflect to support the intent of the Howard County Complete Streets policy:
- Design Manual Volume III, Chapters 4 and 5
- Subdivision and Land Use Regulations
- Adequate Public Facilities Ordinance
The LUTRAG Recommendations were finalized in August 2024 and can be viewed here.

LUTRAG meetings will be held at the George Howard Building, 3430 Court House Drive, Ellicott City in the Columbia/Ellicott Room with a virtual option via WebEx. Please contact transportation@howardcountymd.gov with any questions.
